I moved this proposal back to Level 1.  
The only way for a proposal to appear on [Level 2](https://gov.bancor.network/t/about-the-level-2-final-versions-category/1748) is for it to be promoted from [Level 1](https://gov.bancor.network/t/about-the-level-1-drafting-category/1747).
